Border war truce traces its start to Cowden's secret 'kitchen table summit'

Long before more than 300 people gathered for the Governors Summit on Tuesday morning, when the leaders of Kansas and Missouri signed an agreement ending the economic border war between the two states, officials gathered for another, slightly smaller, summit.  

Specifically, it was the size of the Kansas City Area Development Council CEO Tim Cowden’s kitchen table.
